The command above installs straight from upstream. This one goes through the index instead: a sha256-checked tarball with a CN mirror where the licence permits one.
xlings install dsh:mnemon -yLicence Apache-2.0 permits mirroring, but the tarball is not published yet, so there is no CN mirror.
